The Rating Veterans Service Representative (! RVSR) position works as a member of the Veterans Service Cente! r (VSC) for the Reno Regional Office of the Veterans Benefits Administration for the Department of Veterans Affairs located in Reno, NV. (Relocation expenses are not authorized.) The RVSR works in concert with members of his/her team or other Veteran Service Center (VSC), teams as a decision maker for claims involving rating decisions. The duties and responsibilities of the RVSR, GS-09/10/11 are identical to those found at the full performance level GS-12.

MAJOR DUTIES:
Analyzing claims to determine if the medical condition was incurred in or aggravated by military service in the line of duty for purposes of compensation, treatment or hospitalization.

Review claims to determine if a specific type of medical examination or re-examination is required.

Communicating with the veteran, their families, or representatives to facilitate timely, proper decisions. · Provide consultative advice and assistance to Veterans Service Representatives. !

Advocate for veterans and their beneficiaries in their dealings with other VA elements and organizations that affect their claims.

The normal line of progression for this position is GS-9 to GS-10, GS-10 to GS-11, and the GS-11 to GS-12 grade level. The Rating VSR may be promoted to the Full Performance Level GS-12 after meeting the time-in-grade and specialized experience requirements, completing formal training, applying the training to casework for a minimum of 90 days.

Training Requirement: Individual(s) selected for this position must be available to attend a mandatory 8-week consecutive training session. This training may require official government travel away from the permanent duty station to a different city and/or state.

PHYSICAL REQUIREMENTS: The work normally involves mental rather than physical exertion. The work is mostly sedentary. However, there may be some walking, standing, and carrying of light items such! as papers, books, claims folders, and files from one desk to another o! r for returning to storage. carts are utilized to carry large number of claims folders. This will require the incumbent to push or pull the cart from one area to another. QUALIFICATIONS REQUIRED:

To qualify for this position , applicants must meet all requirements by the closing date of the announcement.

GS-09: One year of specialized experience equivalent to the GS-07 grade level in the federal service, that is experience that which has equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: demonstrated experience analyzing claims; interpreting and applying pertinent laws, regulations and procedures; and reviewing and examining evidence to make determina! tions of entitlement and/or eligibility of claimants for benefits and services involving compensation and pensions.

This experience can be gained in several occupations where assessments are regularly made on claims associated with medical, surgical or psychiatric issues. These occupations include: attorneys who handle medical malpractice and personal injury cases or nurses who have acted as an expert witness in medical malpractice and personal injury cases; registered nurses who assess medical claims of illness/injury, perform utilization reviews, or participate in quality assurance activities; or an individual who has held a position where he/she authorized and rated claims for benefits with an insurance company, disability program, state or other federal agencies engaged in determining claims for benefits such as, Social Security Administration or the Department of Labor.

Applicants may substitute education for the experience required.
GS-09: two (2) full years (36 credits) of progressively high! er level graduate education, master's or equivalent graduate degree (such as LL.B. or J.D.) and must be related to the position to be filled.

OR

Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned. (When substituting, you can only use graduate level education that you have earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. For example, an applicant who has 24 semester hours of graduate level education (i.e. 50% of graduate education required above the first 18 credits required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

Knowledge of anatomy and physiology, diseases and disabilities to assess sources of evidence and information to arrive at rating decisions.

Ability to read, understand, interpret, and apply pertinent laws, regulations, and procedures. This includes the ability to read, understand and interpret medical and legal terminology.

Ability to communicate clearly and concisely in writing with people, both clients and coworkers, from a variety of backgrounds and with varying levels of understanding.

Ability to communicate orally with people, both clients and coworkers, from a variety of backgrounds and with varying levels of understanding.

Ability to work under stressful conditions. This includes the ability to work under time pressure and the ability to maintain self-control.!
