DUTIES:
This position is located in the Bureau of Land Management, Nevada State Office, Division of Support Services, Branch of Geographic Sciences, Cadastral Survey Office Section.

Reviews cadastral plats and notes, serves as the state’s mineral survey lead and manages the National U.S. Mineral Surveyor Program.

Provides expert technical advice to BLM managers, U.S. Mineral Surveyors and the public on all mineral survey related issues.

Performs research and prepares technical material for use in legal briefs, responses to judicial inquiries, and formal protests filed against an official survey action of the Bureau.

Responsible for and performs the legal, administrative and technical examination and review of mineral survey returns (field notes and plats).

Provides survey expertise and assistance to U.S. Mineral Surveyors, Field Surveyors, Information Access Center, Title Records and other land tenure functions on interpretation of mineral and cadastral survey records.

Prepares responses to inquires related to U.S. Mineral Surveyor Program from Federal agencies, lawyers, professional land and/or mineral surveyors, engineers, special interest groups, industry groups and the general public.

QUALIFICATIONS REQUIRED:
In order to qualify to be in any position in the Land Surveying occupation you must meet one of these basic qualifications in addition to the specialized experience required at the grade level of the vacancy:

Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

OR

Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education.

OR

The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

In order to be rated as qualified using specialized experience, we must be able to determine that you meet the definition(s) below - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.

To qualify for the GS-11 level: Meet the basic requirement AND I have one year of specialized experience, equivalent to GS-9 in the Federal Service, planning and conducting land surveys, preparing written survey documents or notes, and coordinating with interested parties as a chief of parties or project manager or managing complex and complicated cadastral survey or resurvey projects using a variety of survey equipment including total stations, data collectors, hand held calculators, and GPS receivers OR have 3 years of progressively higher level graduate education leading to a Ph. D. degree or equivalent doctoral degree, with major study in land surveying; or civil engineering with a surveying.

To qualify for the GS- 12 level: Meet the basic requirement AND I have one year of specialized experience, equivalent to GS-11 in the Federal Service, planning, conducting, and overseeing complex land surveys, resolving complex technical survey questions & issues; preparing written “official” cadastral survey notes/plats, and coordinating with interested parties as chief of parties or project manager; managing complicated cadastral survey or resurvey projects with wide latitude for exercising independent judgment.

There is no substitution of education for experience at the GS-12 and above grade levels.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement.

This position falls under the group coverage qualification standards for Professional and Scientific Positions and the Individual Occupational Requirements for the Land Surveying Series.

Passage of a pre-employment physical is required. The physical demands for this position while working in the office is mostly sedentary, the field portion of the job is mostly outdoors and involves long hiking and carrying heavy survey equipment over rough terrain.

HOW YOU WILL BE EVALUATED:

Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If you meet the qualification requirements, you application will be placed in one of three categories: Best Qualified, Highly Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

KSA 1: Knowledge of cadastral surveys, GCDB, mineral surveys, cartography, and mapping.

KSA 2: Knowledge of the planning and budgeting systems, multi-level planning, and the differences and applications of various funding including direct appropriations, transfer funding, reimbursable and contributed funding.

KSA 3: Knowledge of the use and programming of various computers/calculators and other aids needed to determine the mathematical calculations and accuracy of the surveys.
