Under general direction from the Director of Finance, manage, supervise, and administer activities and programs associated with t he CityÂ's comprehensive risk management program. Analyze and manage risk management issues by recognizing, determining, and making decisions associated with programs and operational or enterprise risks for and in the best interest of the City. Conserve City resources by establishing insurance programs and policies that mitigate liability exposures.
Analyze, investigate, review, and resolve liability claims involving City property, equipment, and employees; make risk management recommendations to the Finance Director and City Management.
Report general liability and casualty incidents to the Finance Director and to the City AttorneyÂ's office; collaborate with the City Attorney and insurance carriers on liability claims to assure timely filing and resolution of said claims.
Review special event permits for the City to ensure appropriate liability coverage, or waivers thereof, are present, completing applications for City insurance purchases and responding to carrier requests.
Evaluate and make recommendations on insurance coverage, identify and quantify accidental loss exposure areas, and assess liability by evaluating loss claim statistics, exposures, and trends.
Implement financial protection measures through risk avoidance and risk retention programs.
Develop, update, and maintain a complete system for monitoring, recording, reporting, and communicating all components and costs to the executive staff.
Maintain all master insurance and self-insurance programs including the coordination, communication, and preparation of all underwriting specifications thereto.
Obtain, secure, and sustain adequate insurance coverage at the most reasonable cost and in the best interest fo r the City.
Manage all claims for insured and uninsured losses, except personal injuries.
Investigate all claims against the City regarding liability and property claims and submit to the insurance carrier.
Process claims by gathering information necessary to determine liability exposure, assign estimated values to claims, assist the Finance Director and Finance Manager in assigning reserve value to said claims, and apply guidance received from the Finance Director and the City Attorney in negotiating and settling claims up to the designated authority level.
Communicate claim actions, procedures, and status with claimant, Finance Director, and City Attorney. Ensure proper documentation and coding of claims.
Provide claim status/resolution, loss statistics, and information to the Finance Director, City Attorney, City Manager, and HR Director, as well as affected departments, as necessary.
Participate, contribute, advise, and supply analysis in all contract negotiations involving City insurance, indemnity, or other risk suppositions prior to implementation of all insurance policies. Institute established indemnity and insurance standards for contract/policy forms.
Generate, maintain, and issue guidelines on processing of all property and liability claims involving the City.
Administer subrogation claims process to ensure the City is obtaining compensation for damages caused to City property. Coordinate with the responsible party, insurance company, Finance Director, and City Attorney when recommending a course of action to be taken against the responsible party.
Operate in accordance with local insurance laws, NRS Statutes, and Municipal Codes.
Establish Risk Management policies and procedures in conjunction with the Finance Director.
Process insurance documents for renewal s and allocate premiums accordingly, ensuring no lapse in coverage.
Stays abreast of market and industry trends in area assigned.
Assist co-workers within the risk management, contracts, and purchasing division, as needed.
Performs other related duties and responsibilities, as required or requested.

MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
BachelorÂ's degree in Business or Public Administration or Finance and a minimum of two (2) years of experience and advanced knowledge of the principles, practices, and administration of Risk and Insurance Ma nagement operations.
Equivalency: Eight or more years of education, training, and experience which provide knowledge of laws, legalese, government regulations, NRS Statutes, City Municipal Codes, skills, and abilities required for the job and related to the essential functions of the position.

Candidates whose education, experience, skill and training most closely meet the needs of the position may be considered for an award of the position.
