Court Administrator THE COMMUNITY: The City of North Las Vegas stretches across the northern rim of the Las Vegas Valley. The City embraces its' diversity, living up to its' motto of being "Your Community of Choice." For FY 2013, North Las Vegas has a total budget of $481.5 million. The general fund budget is approximately $123.3 million. Proprietary Funds (includes Enterprise & Internal Service Funds) are $140.0 million. The Capital Improvement Plan budget for FY 2013 - 2017 is approximately $294.8 million.

THE CITY GOVERNMENT: The City of North Las Vegas is a full-service municipality, providing recreational amenities, police and fire protection and water service. It operates under a Council-Manager form of government, comprised of a Mayor and four Council members. The Mayor is elected at large; the elected Council members must live within th! eir respective wards. In addition to the Mayor and Council, th! e City has two Municipal Judges who are elected at large.

The City Manager and City Attorney are appointed by, and report to the City Council. The City Manager's administration consists of an Assistant City Manager of Operations, A Senior Assistant to the City Manager, an Assistant to the City Manager, a City Auditor, and departments comprised of; Police, Fire, City Clerk, Community Services and Development, Administrative Services, Public Works, Utilities, Human Resources, Finance, City Attorney, Municipal Court and Library District. THE DEPARTMENT: The Municipal Court is responsible for adjudicating traffic and misdemeanor cases that originate within the City of North Las Vegas. The Municipal Court currently has two elected full-time judges.

The Municipal Court is comprised of the following divisions: Administration, Customer Service, Court Programs, Courtroom Support, Judicial Enforcement Division, Warrant Division, Information Technology and Fil! e Retention Division, Marshal Division, and Court Compliance Division. The Municipal Court's foremost responsibility is to administer justice under the law in an equal, impartial and efficient matter. It further strives to provide a safe and professional environment with dignity and respect for all who appear in the courthouse; thus, promoting public safety, trust and confidence in the judicial system of the City of North Las Vegas. The budget for the Municipal Court is approximately $8.1 million.

THE POSITION: The Court Administrator is responsible for directing and coordinating all administrative, compliance and operational functions of the City of North Las Vegas Court. The Court Director reports directly to the Judges and, on a daily basis, works in very close cooperation with elected officials and the City Manager. The primary responsibilities as the Court Director are to manage the overall operations of the Court; supervise and direct managers and staf! f (approximately 65 FTEs); and carry out the administrative policies es! tablished by the City Manager, City Council, and the municipal judges in concert with mandated regulations. The Court Director is responsible for all municipal court records and for the collection, disposition and accounting for all fines and bonds set by the Court.

The position is accountable for the execution and implementation of all policy decisions of the judges of the North Las Vegas Municipal Court, as well as ethical, compliant court management that is in accord with all statutory/regulatory requirements. CHALLENGES AND OPPORTUNITIES: The City of North Las Vegas Municipal Court is a diverse and complex organization that requires a progressive and strategic professional to address the challenges and opportunities it confronts in day-to-day operations as well as looking to future enhancements and efficiencies. The new Court leader must be able to balance conflicting information and direction to achieve a viable solution that is both implementable and yet meet! s the essence of the array of rules, regulations, and laws that govern municipal court operations in Nevada. Specific challenges for the Court Administrator include: o Balancing the fiscal requirements and limited resources of the Court yet promoting and, increasing service delivery to the local citizenry and, support the judicial system in carrying out daily courtroom activities, ensuring judicial compliance and implementing mandated actions.

o Implementing a new Court management system to achieve efficiencies of operations. o Embracing a hands-on attitude with a strategic and open approach in seeking alternative and/or new revenue options to implement desired outcomes, incorporate new programs, and explore progressive alternatives. "Developing a proactive approach to respond to issues and complaints by utilizing evaluative tools and metrics to measure service responsiveness, efficiency and effectiveness. "Mentoring and coaching staff and implementing programs to ! promote teamwork, cross training and collaboration within the Court and! with City stakeholders.

IDEAL CANDIATE: The ideal candidate will have a strong background in court management, staff leadership, and track record of providing sound, thorough recommendations on complex and sensitive issues. The successful candidate should have a demonstrated history of innovation and resourcefulness with the ability to leverage technology and evaluative tools to move the organization forward in a progressive direction. The candidate will be courageous and persuasive with the ability to excel at communicating to different audiences, be politically sensitive, and be able to work effectively with judges, lawyers, elected officials, and staff at every level. This position requires someone who is intelligent, intuitive, empathic, self-confident, and capable of listening and learning.

The ideal candidate must meet the following requirements. EXPERIENCE AND EDUCATION: It is expected that the Admi! nistrator of the Municipal Court will have a Bachelor's degree in busin! ess or public administration, criminal justice, law, or a closely related field and five (5) years of progressively responsible experience in Court governmental administration including two (2) years of high level administrative or supervisory responsibility. A Masters Degree or Juris Doctorate is preferred.

Completion by the Institute for Court Management of the National Center for State Courts is highly desirable. THE COMPENSATION: The starting salary for this appointed position is open and dependent upon the qualifications and experience of the candidate selected. The current annual salary range is $102,402 - $150,677.
